"Notice on Further Strengthening Sleep Management for Primary and Secondary School Students"

(hereinafter referred to as the "Notice").

The "Notice" makes clear requirements on three "important times" including students' necessary sleep time, school schedule, and bedtime.

Primary school students sleep 10 hours a day

Middle school students sleep 9 hours a day

According to the physical and mental development characteristics of students of different age groups, primary school students should sleep 10 hours a day, junior high school students should sleep 9 hours a day, and high school students should sleep 8 hours a day. Schools, families and relevant parties should work together to ensure that primary and secondary school students get enough sleep.

Primary school classes should start no earlier than 8:20

Middle school students should not start classes earlier than 8:00

Morning classes in primary schools generally do not start earlier than 8:20 a.m., and in middle schools do not start earlier than 8:00 a.m.; schools are not allowed to require students to arrive at school early to participate in unified educational and teaching activities. For individual students who arrive at school early due to special family circumstances, the school should open the doors in advance and properly accommodate them; breaks between classes and afternoon class times should be arranged reasonably, and places and schools with conditions should ensure that students have the necessary lunch break time; boarding schools should arrange their work and rest time reasonably to ensure that students meet the prescribed sleep requirements.

Everything makes way for children's sleep

The bedtime for primary school students is generally no later than 21:20; for junior high school students it is generally no later than 22:00; and for high school students it is generally no later than 23:00.

Prevent excessive academic workload from squeezing out sleep time. Primary and secondary schools should improve the effectiveness of classroom teaching, strengthen the overall management of homework, strictly follow relevant regulations and requirements, reasonably control the total amount of students' written homework, and guide students to make full use of self-study classes or after-school service time, so that primary school students can basically complete their written homework in school and middle school students can complete most of their written homework in school, so as to avoid students spending too much time on homework after returning home, squeezing out their normal sleep time.

The training at off-campus training institutions must end no later than 20:30, and homework should not be assigned in any form such as pre-class preparation, after-class consolidation, homework exercises, WeChat group check-ins, etc.

All local education departments should work with relevant departments to effectively strengthen the standardized management of online training and online course platforms and online games that are registered or filed in their jurisdictions, and adopt technical means to conduct supervision to ensure that online live training activities end no later than 21:00, and that no gaming services are provided to minors from 22:00 to 8:00 the next day.

Sufficient sleep time and high sleep quality play a vital role in the healthy growth of students. Students, families, schools and relevant parties should work together to ensure that primary and secondary school students get enough sleep.
