However, there are conditions for people leaving the city. People leaving the city must not be required to be isolated and must be in good health without fever, dry cough, asthma and other symptoms. Vehicles that ensure the operation of water, electricity, oil, gas and daily necessities in Wuhan (vehicles in this city), vehicles that donate medical supplies, epidemic prevention supplies and daily necessities to Wuhan, and vehicles for national key projects, transporting medical staff and anti-epidemic medical supplies, will be released in a timely manner after the identity of the people on the vehicle is verified and the body temperature is tested normal, based on the certificate and receipt issued by the unit where they are located or the receiving unit.

If personnel from central and provincial units in Wuhan want to leave the city, their units must apply to the provincial epidemic prevention and control command for approval and report to the municipal epidemic prevention and control command. If personnel from municipal departments want to leave the city, their units must apply to the municipal epidemic prevention and control command for approval. If personnel from district departments want to leave the city, their units must apply to the district epidemic prevention and control command for approval and report to the municipal epidemic prevention and control command.

For other people leaving the city, they should apply to the district epidemic prevention and control headquarters in their area in accordance with the principle of local management, and after approval, they should report to the municipal epidemic prevention and control headquarters for record. Body temperature must be checked when entering and leaving the city. The on-duty police at the comprehensive service station for the entrance and exit of the city will check the approval documents and release the people leaving the city only after their identities are verified and their body temperatures are normal.
