We know that an adult dentition has 28 to 32 teeth. Even if we make a rough calculation based on "the same area (including up to 3 teeth) only needs to complete a full set of actions once, and the whole mouth has 30 teeth", to clean all teeth, people need to complete a full set of core actions at least 20 times, including 10 times on the outside of the dental arch and 10 times on the inside of the dental arch.

But in fact, to ensure thorough cleaning, the direction of the toothbrush head needs to be adjusted when cleaning the lingual and palatal surfaces of the front teeth, so it is difficult to clean all three teeth at the same time. Therefore, it is a very conservative estimate that 20 full sets of actions are required to clean the entire mouth of teeth.

We also know that brushing teeth usually takes 3 minutes. If we calculate that it takes 180 seconds to complete 20 full sets of actions, it only takes 9 seconds to complete a full set of actions. And this result is based on the most conservative estimate.
