If you haven't exercised for a long time, then you must have too much fat - even if you had muscles before, they will start to be lost and fat will fill in. This is what is called a "muscular calf". The main reason for thick calves is short Achilles tendon. In other words, there are almost no muscles, so they are all piled up underneath. Otherwise, the muscles would be high up instead of hanging down.
